The tower renewal sites have undergone an extensive analysis of the energy they currently use and how changes to the buildings and the neighbourhood can change this energy use picture.  The consultants report will detail how the tower pilot buildings can undergo comprehensive retrofits to achieve energy savings and greenhouse gas reductions.  In doing so, the buildings will be much more comfortable for tenants, the amount of energy use and therefore energy cost in the future will be much lower and many jobs will be created to undertake the work.
